Exactly. Every populist dictator ever uses the fear/pain of very real problems and calamities, only instead of trying to actually fix them, they direct the crowd's anger towards the culturally approved scapegoats. First they are blamed, then dehumanized, then policed, then killed. It's sadly all too predictable.
